What to do when signing in after installing on an new computer when I get error message 400?

I have insatlled my Photoshop Elements and Premiere Elements on my new computer. When trying to sign in to the program, I get the following message:  "Photoshop.com services are currently unavailable.  Please try again later or check your network connections: error 400"
I signed in using my adobe.com id (email address) and my adobe.com password (which work fine).  I am connected to the internet so that is no problem.  WHat do do?

Are you using the PSE9 Organizer? If so are you intending to make an Organizer back-up and then restoring to the new computer or are you starting over?
