The /tmp filesystem resides in the swap space. The swap resides in memory and disk. The amount of swap in memory is based on physical memory size and the number/size of processes running. As the OS runs, it moves sleeping processes/data to the swap space. By placing /tmp in swap, processes have faster access to any dynamic files they create. If you're writing a program (or configuring software), you really shouldn't place log files in /tmp. You should use a suitable directory under /var.
