Can I mask out a stray hair strand in video clips???

I have several clips with a person with one small but noticeable stray hair extending below the side of their glasses over their cheekbone.  Is there a way to have the skin tone intelligently mask out/replace that part of the hair over the facial area; can I select it in some way/is there a specific effect to do this? Quick help deeply appreciated!
